If your Subcontractor is having issues in opening the documents, it could be a web browser issue. We would always recommend opening documents using 'Google Chrome'.
To check who has received your Enquiry and documents you can go to the 'Enquiry Summary'
Here you can view each Subcontractor, their contacts/add contacts/resend the Enquiry/Change Response and view logs.
